Hashmi lodged a police complaint alleging that the man called her colleague Mubina and told her that under a new law — Ghero and Maaro — the government of India has directed the Delhi Police to identify people who do not possess a valid Aadhar card and shoot them on sight.

The police on Wednesday arrested a 41-year-old man for allegedly posing as a Delhi Police sub inspector and threatening to shoot Shabnam Hashmi, a social activist.

The caller threatened to kill Hashmi, who runs an NGO named Pehchan, in an encounter for not possessing a valid Aadhar card.

According to the police, accused Harender Malik, used to get drunk and make random calls to women. He first tried engaging them in a conversation and even approached them for friendship but when the women used to turn down the offer, he used to get angry and hurl abuses at them threatening to kill them in an encounter.

In many cases when the women threatened to report him to the police, he used to tell them that he was a Delhi Police personnel with good contacts.

The matter came to fore on July 14, when Hashmi lodged a police complaint alleging that the man called her colleague Mubina and told her that under a new law — Ghero and Maaro — the government of India has directed the Delhi Police to identify people who do not possess a valid Aadhar card and shoot them on sight. Scared, Mubina shared the instance with Hashmi who then called the man to confront him.

“When Hashmi called him, the man used inappropriate language and abused her. He used filthy words to address her colleague as well. He told Hashmi that he was a sub inspector posted in Lajpat Nagar who has been given orders to shoot the people who do not have a valid Aadhar card. He also threatened to kill Hashmi. She also alleged that the man was drunk at that time,” DCP southeast Romil Baaniya said. He added, “Following Hashmi’s complaint, a case was registered and the phone number through which the calls were received was put on surveillance.”

The police put three different teams to trace the man and he was finally apprehended from his residence at Ghaziabad in UP. His phone along with the SIM card that he used to make those calls was also seized.

Police said that he had been making such calls since January. “During questioning, he confessed to have made such calls to women. He is unmarried and is suffering from polio. He worked as a mechanic of Japanese fitting machines at a company. He said he was randomly called women with an intention to make a conversation but used to get angry when they turned down his offer,” a senior police officer said.

The SIM card that he used to make those calls was also found to be issued in his employer’s name
