IMMEDIATE RELEASE–#Adivasis illegally detained by Barwani administration at the behest of local MLA #mustshare

Barwani/ 4thOct.12/ After braving the vicious assault on them led by local BJP MLA Premsingh Patel, thousands of adivasis, comprising mainly of women and children, continued their protest against delayed payments under MNREGA.

The adivasis led by Jagrit Dalit Adivasi Sangthan took out a rally from Krishi Mandi where they have been putting up after being stopped by the thugs but were forcibly stopped by the administration. Citing law and order issues, The police have barricaded the whole area surrounding the Krishi Mandi and its gate and restricted all movement of the adivasis. The act, committed at the behest of local MLA, amounts to nothing less than illegal detention of the participants of a peaceful protest without saying the same.

Meanwhile, a delegation of JADS members met with the special empowered committee of the state government which has been sent here to investigate into the irregularities in MNREGA and delayed payments of wages to workers. The committee members assured the delegation that they would investigate the issue thoroughly and ensure the payment of wages in all sanctioned projects on an immediate basis. They promised to look into the irregularities in implementation of the scheme. They also promised to look into the cases where work had not been sanctioned on a case to case basis and do the needful.

Placing its trust into the committee and democratic deliberations, the adivasis decided to withdraw their agitation and extending support to the committee for carrying out its mandate provided they are allowed to carry out a peaceful rally to the collectorate. The organization believes that a failure to do so would not only violate their constitutional right to democratic dissent but also encourage the local thugs led by MLA Premsingh Patel for more such assaults on the peoples organization.

The administration acting under the clout of the MLA, however, refused to allow holding any such rally leading to a stalemate on that count. The adivasis have refused to leave without taking out their rally and are being confined inside the Krishi Mandi.

बड़वानी। स्‍थानीय भाजपा विधायक प्रेम सिंह पटेल के दबाव में आकर बड़वानी जिला प्रशासन ने गुरुवार को यहां रैली निकालने की मांग कर रहे हजारों आदिवासियों को गैर कानूनी तरीके से बंधक बना लिया। इनमें सैकड़ों महिलाएं और बच्‍चे भी शामिल हैं। जागृत दलित आदिवासी संगठन की अगुवाई में आदिवासियों के प्रतिनिधिमंडल ने इससे पहले राज्य सरकार द्वारा गठित कमेटी के सदस्‍यों से मुलाकात के बाद इस शर्त पर विरोध प्रदर्शन स्‍थगित कर दिया था कि उन्‍हें कलेक्‍टोरेट तक शांतिपूर्ण तरीके से रैली निकालने की अनुमति दी जाएगी। लेकिन विधायक और उनके समर्थकों के दबाव में प्रशासन ने हालात बिगड़ने की आशंका जताते हुए रैली की अनुमति नहीं दी और आदिवासियों को कृषि मंडी में ही गैर कानूनी तरीके से बंधक बना लिया।

ये आदिवासी मनरेगा में पिछले एक साल के दौरान की गई मजदूरी का भुगतान मांग रहे हैं। बुधवार को उन्‍होंने बड़वानी में शांतिपूर्ण तरीके से एक रैली निकाली थी, जिसे विधायक प्रेम सिंह पटेल के समर्थकों ने जबर्दस्‍ती रोक लिया था। इसके बावजूद आदिवासियों ने संयम बरतते हुए पुलिस प्रशासन की मौजूदगी में ही मौके पर ही शांतिपूर्वक धरना दिया।

बिना पुलिस संरक्षण के रातभर खौफ के साए में धरने पर बैठे आदिवासियों ने आज कृषि मंडी से कलेक्‍टोरेट तक रैली निकालनी चाही तो विधायक की धमकी के आगे प्रशासन ने एक बार फिर घुटने टेक दिए। कानून-व्‍यवस्‍था बिगड़ने की आशंका जताते हुए पुलिस प्रशासन ने आदिवासी, महिलाओं और बच्‍चों को गैरकानूनी तरीके से कृषि मंडी में ही रोक लिया। घेराबंदी टूटने न पाए, इसके लिए पुलिस ने मंडी से निकलने के तमाम रास्‍तों को बैरिकेड लगाकर सील कर दिया है। मनरेगा की मजदूरी न मिलने से बड़वानी जिले के हजारों आदिवासी भूखों मरने की कगार पर हैं।

इस बीच, जागृत दलित आदिवासी संगठन के नेतृत्‍व में आदिवासियों के प्रतिनिधिमंडल ने आज बड़वानी में राज्य सरकार द्वारा गठित विशेष प्राधिकार प्राप्‍त कमेटी के सदस्‍यों से मुलाकात की। इन्‍हें मनरेगा में अनियमितताओं और मजदूरों को भुगतान में देरी के कारणों की जांच के लिए भेजा गया है। कमेटी के सदस्‍यों ने प्रतिनिधिमंडल को आश्‍वस्‍त किया कि इस पूरे मामले की विस्‍तार से जांच कर मंजूर की गई नरेगा की योजनाओं में काम करने वाले आदिवासियों को जल्‍द से जल्‍द मजदूरी का भुगतान सुनिश्‍चित किया जाएगा तथा जिम्मेदार व्यक्तियों के खिलाफ कार्यवाही की जायेगी |

कमेटी के सदस्‍यों पर भरोसा करते हुए आदिवासियों ने अपना विरोध प्रदर्शन वापस लेते हुए उन्‍हें उनके काम में पूरा सहयोग करने का आश्‍वासन दिया। आदिवासियों ने आग्रह किया कि उन्‍हें कलेक्‍टोरेट तक शांतिपूर्ण तरीके से रैली निकालने की अनुमति दी जाए। जागृत दलित आदिवासी संगठन का मानना है कि रैली निकालने की अनुमति न देना न सिर्फ इस लोकतंत्र में आम जनता के संवैधानिक अधिकारों का हनन है, बल्‍कि इससे स्‍थानीय भाजपा विधायक प्रेम सिंह पटेल और उनके समाज विरोधी तत्‍वों को प्रोत्‍साहन मिलेगा और वे संगठन के कार्यकर्ताओं पर आगे और भी उग्र हमले कर सकते हैं।

लेकिन प्रशासन ने विधायक के दबाव में आकर कानून-व्‍यवस्‍था का हवाला देते हुए ऐसी किसी रैली की अनुमति देने से इनकार कर दिया। इसके जवाब में आदिवासियों ने भी रैली की अनुमति न देने तक अपनी जगह पर डटे रहने की बात कही। इसके बाद प्रशासन ने कृषि मंडी में बैरिकेड लगाकर आदिवासियों को बंधक बना लिया है। खबर लिखे जाने तक आदिवासियों को अवैधानिक तरीके से बंदी बनाकर रखा गया है |
