The Kerala State Commission for Protection of Child Rights has found violation of child rights at Kumbazha Estate at Chengara occupied by nearly 1,000 landless families.

The Commission member J. Sandhya, along with Sriram Venikitaraman, Assistant Collector; K.K. Subair, District Child Rights Protection Officer, and Glory George, lawyer, held a sitting there on Wednesday on a petition filed by RIGHTS, a non-governmental organisation.

Over 300 children have been staying with their parents on the estate for the past seven years. A majority of them are deprived of proper education facility. Most of them do not have the birth certificate or the caste certificate “as they are living on an encroached land.”

The lone Anganwadi there, run by the Sadhu Jana Vimochana Samyukta Vedi that led the Chengara land struggle in August 2007, has been closed for want of funds.

There are also differently abled and mentally challenged children who need periodic health check-up and special care.

Ms. Sandhya said the Health Department would be asked immediately to conduct a medical camp there.

The commission was of the opinion that the authorities should not deny the certificates to the children on the ground that they were living on encroached land.

They should be provided with facilities for education without delay, the commission felt.
