Make list of slum-dwellers or face land takeover: CM to BMC, Mhada

MUMBAI: Moving on its promise to take over slum-encroached lands, the Slum Rehabilitation Authority (SRA), of which the chief minister is chairperson, has issued a diktat to BMC as well as Maharashtra Housing Area Development Authority (Mhada) to prepare the annexure II for all slums on their land or face a takeover.

The letter was sent on Monday as BMC and Mhada failed to follow up on CM Devendra Fadnavis’ request in December to prepare annexure II for each slum. Annexure II is the list of slum-dwellers eligible for free housing. This list is prepared by the competent authority. In case of BMC, the competent authority is the deputy collector or the assistant municipal commissioners. In case of Mhada, two officials are the competent authority. The SRA directs the competent authority to prepare annexure II after the slum-dwellers form a society, appoint a developer and an architect and submit plans for approval. Thereafter, the letter of intent is issued followed by the intimation of disapproval, commencement certificate and so on.

SRA chief executive officer Nirmal Deshmukh said slum rehab projects have been stuck as annexure II has not been prepared. “It is more than a decade since the proposals were submitted to SRA, but nothing has happened for want of the list of eligible slum-dwellers,” he said. In December, Fadnavis had asked BMC to complete the exercise for at least 100 slums but this was not done. Hence the order to complete it within three months. “If they fail to do it, SRA will appoint the competent authority and ensure the projects get underway,” said Deshmukh.
