As per an Indian express report, dated 30th July 2016, Bastar Police claimed to have arrested two people, Niranjan Das and Durjati Mahangkodo (both residents of Orissa), and recovered a massive haul of explosives from the state’s Maoist-affected Bastar district. They claimed that the police made huge recoveries of electronic detonators, gelatin sticks and ammonium nitrate. Senior officers claimed it to be a breakthrough in the amount of explosives recovered. SRP Kalluri, Inspector General of Police, Bastar range said, “We recovered these items near Nagarnar police station area on Chhattisgarh-Odisha border. We received information about the presence of two people with a consignment near the Dhanpunji railway crossing after which forces rushed to the spot.” [http://indianexpress.com/article/india/india-news-india/chhattisgarh-explosives-meant-for-maoists-seized-two-held-2943724/] [http://www.patrika.com/news/bastar/bastar-explosive-supplied-to-naxals-arrested-by-police-1361942/]

But as always, the truth was far from the Bastar Police’s version. Right after the incident families of the arrested filed a complaint in the JMFC court, Kotpad, Orissa against the Chhattisgarh police for illegally detaining the two men. They also later filed a case in the supreme court which then was later referred to the high court. A case was filed in the high court on behalf of the family of the arrested by Advocate Satish Chandra Verma, where on 6.6.2017, Orissa police ( respondents in the case) filed their reply in which they stated that their investigation prima facie establish the forcible kidnapping of the two men by the Chattisgarh Police from village Nawagaon, Orissa contrary to the bastar Police’s version that they were arrested from chattisgarh.

The location of the men gets further proven by the call detail report of their phone numbers which shows their last call location as Nawagaon, the said report has been submitted in the court by the Orissa police. Both men are permanent resident of Orissa and were working in Frontline Trading Company and Municipal Corporation, Jeypore, District Koraput.

They further stated in their reply that in their investigation criminal conspiracy by the Chattisgarh police has also been revealed through statements of 4 people infront of the JMFC, Kotpad, Orissa. Futher, Orissa police in their reply stated that the two men were not only abducted by the Bastar police but also thereafter “ to manage all the legal proceedings the family members of the petitioners were also called at the instance of the Superintendent of Police, jagdalpur and the Inspector general of Police, Bastar, these two officers sent two persons namely Jagan Mohan Reddy and D. Jitendra Reddy to manage the family members of the petitioners for withdrawal of all their cases against the Chattisgarh Police….in these connection and conspiracy hatched by the top officials of the Chattisgarh Police a meeting was organized in Simliguda, District Korpat, Orissa.

They further stated that one person had videographed all those meetings. Orissa police has put on record the said video and audio recording. Even the owner of the hotel where the meetings took place, has given statement further substantiating this. In their reply Orissa police asked for “appropriate investigation by the CBI or NIA, looking into the seriousness and gravity of the offence.”
