PRESS NOTE

National Commission for Protection of Child Rights (NCPCR) had summoned the
concerned officials of Govt. of Jharkhand to appear before it on 19th July, 2013 at
11.00 AM for non compliance of the directions of this Commission pertaining to Child
Rights violation in the State.
Shri K. Vidyasagar, Principal Secretary, Department of Health & Medical Education
& Family Welfare, Govt. of Jharkhand along with Dr. R.K. Singh, M.O., CHC, Kanke,
Ranchi were summoned for non compliance with directions made by the
Commission on 8/11/2012 for State level actions, to report to the Commission on the
circumstances under which an illegal sterilization surgery was conducted on a male
adolescent child from Village Kanke (Jharkhand). Both Shri K. Vidyasagar, Principal Secretary and Dr.

R.K. Singh, M.O were examined by the Commission. The Commission directed to locate the victim and
apprise his well-being. Action was directed to be taken for Reversal of Vasectomy
on him & attendant cost & related expenditure may be met at the earliest. The State
Government was also directed to take decision for payment of compensation. The
Commission recommended to initiate disciplinary proceedings against the officers
responsible for this act. Compliance of the directions of the Commission has been
sought within 30 days time.a detailed Action Taken Report in this matter within 30 (thirty)
days. They were also directed by the Commission to locate the adolescent male
child and appraise the Commission about the well-being of the adolescent male child
and also consider Reversal of Vasectomy on him as early as possible.
Besides, a decision to pay compensation to the child be taken & communicated.
The Commission also recommended to initiate disciplinary proceedings against
officers responsible for this act and intimate the progress alongwith ATR.
