The Union government has been trying to fill over six hundred posts of heads and members of various academic bodies around the country, but without much success. The Union government is unable to fill these posts because it has yet to find academicians who are not only capable and experienced enough for the jobs, but who also have saffron leanings.

These posts include those of heads or members of bodies including National Council of Education Research and Training (NCERT), National Archives of India, Archaeological Survey of India (ASI), Geological Survey of India (GSI), Anthropological Survey of India, Raja Rammohun Roy Library Foundation, Kolkata, and 28 Central Universities.

An informal search committee created within the RSS in the past year could find only 160 suitable candidates to fill up these 680 posts. The posts are either vacant or are occupied by Congress and Left wing ideologues, which does not suit the purpose of the Sangh.

Most of the posts come under the domain of the Human Resource Development Ministry, Ministry of Culture, Ministry of Tourism and Ministry of Agriculture.

In one year, the Bharatiya Janata Party government has not been able to find appropriate persons for memberships of academic bodies including Indian Council of Historical Research, Indian Council of Social Science Research, Indian Council of Philosophical Research, and Indian Council of Agriculture Research.

An RSS source said, “It has been for over six months that the post of the NCERT director is lying vacant. While the post has been advertised for, the challenge is to find an appropriate candidate for it.”

The ICHR, which falls under the ministry of HRD, and which is to re-write history for the new government, still does not has a member secretary who espouses the RSS-BJP ideology. “We have not been able to find the right person, so Gopinath Ravindran continues to hold the chair,” said the RSS office bearer. Ravindran, a man known to be left-leaning, is a professor with the Jawaharlal Nehru University.

In Kolkata, the Raja Rammohun Roy Library Foundation, managed by the Ministry of Culture, is another spot of bother for the RSS. The library is known for being dominated by Communist ideologues. It provides books free-of-cost to libraries in small towns and villages across Maoist-affected regions. “The RSS has not been able to identify an appropriate replacement to run the library,” said the office bearer.

The library recently purchased books worth Rs18 crore. The Sangh is of the view that ideally, in one year, both books and people should have been replaced, which so far has not happened.
