Uttar Pradesh Election Watch – Analysis of 719 affidavits of candidates from 92 politicial parties

The Uttar Pradesh Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of 719 out of 721 candidates from 92 political parties, including 6 national parties, 6 state parties, 80 unrecognized parties and 206 independent candidates, who are contesting in the second phase of Uttar Pradesh Assembly Elections to be held on 15Th February, 2017.

 

The main highlights are given below:

Criminal Background

  •        Candidates with Criminal Cases: Out of 719 candidates analyzed, 107 (15%) candidates have declared criminal cases against themselves.
  • Candidates with Serious Criminal Cases: 84 (12%) candidates have declared serious criminal cases, including cases related to murder, attempt to murder, kidnapping, crimes against women etc.
  • Candidates with cases related to murder: 6 candidates have declared cases related to murder (Indian Penal Code Section-302).
  • Candidates with cases related to Attempt to Murder: 15 candidates have declared cases related to attempt to murder (Indian Penal Code Section-307).
  • Candidates with cases related to Crimes against Women: 5 candidates have declared cases related to, including assault or criminal force to woman with intent to outrage her modesty (Indian Penal Code Section-354) and dowry death  (IPC Section-304b).
  • Candidates with cases related to Kidnapping: 7 candidates have declared cases related to kidnapping for ransom, etc. (Indian Penal Code Section- 364, 364A, 365).
  • Party wise Candidates with Criminal Cases: 16(24%) out of 67 candidates from Bhartiya Janta Party (BJP), 25 (37%) out of 67 candidates from Bahujan Samaj Party(BSP), 6 (12%) out of 52 candidates from Rashtriya Lok Dal(RLD), 21 (41%) out of 51 candidates from Samajwadi Party ( SP),6 (33%) out of 18 candidates from Indian National Congress(INC), and 13 (6%) out of 206 Independent candidates have declared criminal cases against themselves in their affidavits.
  • Party wise Candidates with Serious Criminal Cases: 17(25%) out of 67 candidates from BSP, 10 (15%) out of 67 candidates from BJP, 6 (12%) out of 52 candidates from RLD, 17(33%) out of 51 candidates from SP, 4 (22%) out of 18 candidates from INC and 12 (6%) out of 206 Independent candidates have declared serious criminal cases against themselves in their affidavits.
  • Red Alert Constituencies*: There are 15 constituencies in the second phase of Uttar Pradesh assembly elections having 3 or more candidates with declared criminal cases. *Red Alert Constituencies are those which have 3 or more candidates with criminal cases contesting elections.

  • Crorepati Candidates: Out of the 719 candidates, 256 (36%) are crorepatis.

Party wise Crorepati Candidates: 58(87%) out of 67 candidates from BSP, 50(75%) out of 67 candidates from BJP, 45 (88%) out of 51 candidates from SP, 13(72%) out of 18 candidates from INC, 15(29%) out of 52 candidates from RLD and 36 (18%) out of 206 Independent candidates have declared assets worth more than Rs. 1 crore.

Average assets: The average of assets per candidate contesting in the second phase of the Uttar Pradesh Assembly Elections is Rs 2.01 Crores.

  • Party wise average assets: Among major parties, the average assets per candidate for 18 INC candidates is Rs. 3.37crores, 67 BJP candidates is Rs 4.07 crores, 67 BSP candidates have average assets of Rs 7.20 crores, 52 RLD candidates have average assets worth Rs 1.51 Crores, 51 SP candidates have average assets worth Rs 3.43 crores, and 206 Independent candidates have average assets of Rs. 60.63 lakhs.
  • Zero asset candidate: 3 candidates have declared zero assets in their self sworn affidavits.  The details of these candidates is as follows:

Other Background Details

  • Education details of candidates: 277 (39%) candidates have declared their educational qualification to be between 5th and 12th, while 310 (43%) candidates have declared having an educational qualification of graduate or above. 93 candidates have declared themselves to be just literates and 11 candidates have declared to be illiterate.
  • Age details of candidates: 475(66%) candidates have declared their age to be between 25 and 50 years while 233 (32%) candidates have declared their age to be between 51 and 80 years. 11 candidates have not disclosed their age details.

Gender details of candidates: 69 (10%) female candidates are contesting in second phase of the Uttar Pradesh assembly election this year.  There is 1 candidate from third gender

    The analysis shows prebelance of crime related persons contesting the elections despite EC and courts giving clear directions to partues not to entertain persons of criminal records
