The Uttar Pradesh Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of 719 out of 721 candidates from 92 political parties, including 6 national parties, 6 state parties, 80 unrecognized parties and 206 independent candidates, who are contesting in the second phase of Uttar Pradesh Assembly Elections to be held on 15Th February, 2017.

 

The main highlights are given below:

Criminal Background

  •        Candidates with Criminal Cases: Out of 719 candidates analyzed, 107 (15%) candidates have declared criminal cases against themselves.
  • Candidates with Serious Criminal Cases: 84 (12%) candidates have declared serious criminal cases, including cases related to murder, attempt to murder, kidnapping, crimes against women etc.
  • Candidates with cases related to murder: 6 candidates have declared cases related to murder (Indian Penal Code Section-302).
  • Candidates with cases related to Attempt to Murder: 15 candidates have declared cases related to attempt to murder (Indian Penal Code Section-307).
  • Candidates with cases related to Crimes against Women: 5 candidates have declared cases related to, including assault or criminal force to woman with intent to outrage her modesty (Indian Penal Code Section-354) and dowry death  (IPC Section-304b).
  • Candidates with cases related to Kidnapping: 7 candidates have declared cases related to kidnapping for ransom, etc. (Indian Penal Code Section- 364, 364A, 365).
  • Party wise Candidates with Criminal Cases: 16(24%) out of 67 candidates from Bhartiya Janta Party (BJP), 25 (37%) out of 67 candidates from Bahujan Samaj Party(BSP), 6 (12%) out of 52 candidates from Rashtriya Lok Dal(RLD), 21 (41%) out of 51 candidates from Samajwadi Party ( SP),6 (33%) out of 18 candidates from Indian National Congress(INC), and 13 (6%) out of 206 Independent candidates have declared criminal cases against themselves in their affidavits.
  • Party wise Candidates with Serious Criminal Cases: 17(25%) out of 67 candidates from BSP, 10 (15%) out of 67 candidates from BJP, 6 (12%) out of 52 candidates from RLD, 17(33%) out of 51 candidates from SP, 4 (22%) out of 18 candidates from INC and 12 (6%) out of 206 Independent candidates have declared serious criminal cases against themselves in their affidavits.
  • Red Alert Constituencies*: There are 15 constituencies in the second phase of Uttar Pradesh assembly elections having 3 or more candidates with declared criminal cases. *Red Alert Constituencies are those which have 3 or more candidates with criminal cases contesting elections.
