Demanding Comprehensive Debt Relief and Guaranteed “Fair” and “Remunerative” Prices for their Produce

For the first time, women’s parliament in country

After decades, Farmer organizations widespread unity observed  

New Delhi: On 20^th November, Kisan Mukti Sansad started after completing Kisan Mukti Yatra of more than 10 thousand kilometers by All India Kisan Sangharsh Coordination Committee in 19 states. Lakhs of farmers are participating in Kisan Mukti Sansad. Since morning, thousands of farmers started marching with flags and sloganeering from Ramlila ground, Ambedkar Bhavan, Gurudwara Rakabganj and different railway stations to reach Kisan Mukti Sansad at Parliament Street. The Sansad started with paying tribute to the farmers martyred in Mandsaur and other police firings, to farmers committed suicide, and to farmers of Yavatmal, who died due to pesticide poisoning.

V M Singh, convener of AIKSCC, welcomed the farmers arrived for Kisan Mukti Sansad, and said farming has become a loss making activity which was beneficial before. That’s why we are reminding the Prime Minister of this country about his promises of farm loan waiver and assurance of doubling farmer’s income. All the previous farm loans must be waived off. PM have to fulfill the promises when farmers showed faith in him during elections. After that Medha Patkar, leader of Narmada Bachao Andolan and National Alliance of People’s Movements (NAPM), chaired the assembly of 545 women of families of farmer’s committed suicide and many other women farmers in the Parliament. Kavita Kurungati, a women farmer, and convener of Alliance for Sustainable and Holistic Agriculture (ASHA) put forward the issues of women farmers in detail and emphasized on the need of passing the bill for loan waiver and ensuring prices of farm produce at least raises to 1.5 times of the input cost.

It was shocking to hear the stories shared by women of the farmer’s families, who committed suicide. They felt for the first time that someone is listening to their grievances and now hopeful that no other family will face the consequences, which they have suffered due to farmer’s suicide. Farmers will not commit suicide but will resist now for their demands, asserted by them.

While addressing the women’s parliament, Medha Patkar said that this is a historic moment when women from all over the country have gathered for their parliament and not only they are discussing their issues but also putting forward the bill to Kisan Mukti Sansad, aimed at bettering lives of farmers, peasants, farm workers, adivasis, landless, tenant farmers, fishworkers. She said that Govt. have displaced more than 10 crores farmers from all over the country including farmers of Narmada Valley without complete rehabilitation. Putting forward the need of Alternative development policy, she declared the current policy disastrous for farmers, workers and others. We want development for all, not the disaster.

Women farmers raised their hands and approved the bill to be produced. Hannan Mollah, president of AIKS, presented the Farmer’s Freedom From Debt Bill, 2017 and former MP, and Raju Shetty, MP and president of Swabhimani Shetkaari Sangathan, presented the _कृषि उपज लाभकारी मूल्य गारंटी बिल.

Amidst roaring claps, Convener, V M Singh felicitated especially Raju Shetty for joining AIKSCC leaving the ruling alliance of Maharashtra Government and contributing significantly in farmer’s movement of Maharashtra, and former MLA Amra Ram for contributing significantly in farmer’s movements of Rajasthan.

Hannan Mollah said that Govt. has looted the farmers by paying them less continuously and forced them into debt. This in turns caused the suicide of more than 5 lakh farmers in the country. Farmers will not allow the exploitation now. AIKSCC will not allow the Govt. to loot the farmers anymore when govts are giving easy concessions to corporates. He also said that farmer’s organizations from all over the country have consistently demanded for loan waiver but we are not only demanding but also presenting the bill for the Parliament to discuss and approve. Now, any small loan waivers cannot work for farmers, we need a comprehensive bill to ensure freedom from debt cycle for farmers.

MP Raju Shetty said that we will not spare anyone found cheating farmers. We, the farmers, have the capability to overturn the ruling govt. 3 years before, No political party has got clear mandate in the parliament. It is only because of farmer’s faith, Narendra Modi was able to come with clear majority on the promises of raising farmer’s income to minimum 1.5 times of the cost. We will not sit down quietly now. Raju Shetty shared that the date of Kisan Mukti Sansad was decided accordingly so that we will be able to raise our voices both inside and outside the Parliament. But now the Prime Minister fled. He is afraid to face the Parliament and the farmers from all across the country.

Yogendra Yadav, leader of Jai Kisan Andolan and Swaraj Abhiyan declared the Kisan Mukti Sansad a milestone in the history of farmers’ movements while addressing the crowd. This is the first time when farmers bearing red and green flags come together and it has become a rainbow when yellow and blue flag bearers also joined. Farmers have faced a lot of betrayal before from politicians and the government but this is not going to happen anymore.

While addressing the farmer’s rally, Atul Kumar Anjan, National President of AIKS, said that corporates are looking towards corporatization of farming looking at the need for seeds, fertilizers, pesticides etc. He said that the narrative propagated by the Govt. and few economists about less production due to small and medium farm size is totally false. 54% of wheat production and 57% rice are being produced from these small and medium farms only.

Rajaram Singh, president of Akhil Bhartiya Kisan Mahasabha and former MLA, said that Govt. is continuously running anti farmers policies in the country, giving profits to corporates and loss to farmers. The number of deaths due to hunger are increasing in BJP ruled states. Due to which, we farmers and workers will claim and demand for our rights together otherwise we will not allow the govt. to run.

Butta Singh Burjgil, Secretary of Bhartiya Kisaan Union (Dakaunda), said that the congress party promised to waive off the farmers loan in their manifesto but after a long struggle by our organizations, the committee formed in the chairmanship of Dr. Haq only waived off crop loan of farmers having land less than 5 acres and aggregated crop loan principal amount and interests together less than 2 lakhs. That too it is being kept for only those farmers who have taken loan from cooperatives which results into less than 10% of farmers indebted in Punjab from farm loans. This is again causing distress among farmers and pushing them towards suicide.

1. Venkat Ramiyaa, secretary of AIKMS, said that Govt. promised to double the income of farmers whereas they are actually keeping the support prices lower than the actual cost. 9 crops among 17 crops are kept lower than the CASP production cost. Central Govt. is not implementing their promise of doubling the farmer’s income and due to this farmers will only fall into debt trap. Thus we are demanding comprehensive loan waiver. Govt. says that economy of the country will weaken due to farmer’s loan waiver which is completely wrong when the govt. itself providing lakhs-crores rupees of subsidy to corporates.

Pratibha Shinde, secretary of Lok Sangharsh Morcha, said that thousands of farmers from the home state of Narendra Modi, i.e. Gujarat have arrived to put forward the struggle of farmers against the anti farmers policy of the state. The same BJP Govt. in Maharashtra announced for farm loan waiver but none are benefitted from the same even after issuing certificates by Govt. of Maharashtra. This clearly expose the anti farmer character of the state. 3 Lakh farmers have committed suicide in Maharashtra till now.

Kodahally Chandrashekhar, secretary of Karnataka Rajya Raiyat Sangh, said that the Govt. policy is anti farmer and in favour of corporates. Seeds, fertilizers and pesticides produced by corporates are very costly. Govt. never tried to control their prices and asks farmers to buy products by mortaging their lands. The prices of diesel in India is 58 rupees whereas only 49 rupees and 41 rupees respectively in Pakistan and Sri Lanka. Foreign companies are being called to buy farm produces at low prices by the governments.

Dr. Sunilam, executive secretary of Kisan Sangharsh Samiti, national convener of National Alliance of People’s Movements, and former MLA, said that Prime Minister promised to double the farmer’s income but due to GST and Demonetisation, already the farmer’s income are on decline. In the last three years, public sector loans have increased to 10.65 crores from 8.11 lakh crores. This is happening contrastingly when farmers have raised the production of fruits, vegetables, and crops by 1.5 times to 534 crore tons in the last decade. The central government is finishing farmers and villages by imposing Modani Model on them. Whoever challenges the government, they kill them in police firings as they did in Multai, Mandsaur and other places. He also said that farmers were on the forefront in India’s independence struggle. Now again, 184 farmer’s organizations have united for historic farmers struggle which can be seen as a formation of new energy and hope among the farmers of this country.

During the Kisan Mukti Sansad, people demanded unconditional and immediate release of Akhil Gogoi, leader of Krishak Mukti Sangram Samiti, who is imprisoned for 1 year under the sedition charges and National Security Act. People called it murder of democracy and dissent. The farmer organizations come from different parts of country have declared that they will form committees in their states and fight for the release of Akhil Gogoi.

Representatives from 184 farmer’s organizations from 25 states expressed their views in Kisan Mukti Sansad. Satyan, Ashish Mittal, Rampal Jat, Avik Saha, Kiran, Sachin Ghade (Lok Sangharsh Morcha), Shetkari Sabha, K Putnaiyaa, KRSSMLA, Chukki Nanjul, Swami Shivappa, Vednata (KMSS, Assam), former MP Shekh Abdur Rehman (J&K), Prof. Prakash Prfle, Dr. A. K. Khan (Kisan Sangharsh Samiti), Adv. Aradhana Bhargava, Dilip Patidar (Mandsaur), Parmanand Patidar, Bhanuja (Raiyat Swaraj Vedike), Soma, Mahila Kisan Adhikar Manch were among them.

Dr. Sunilam, Pratibha Shinde, Kavita kurungati, Dr. Darshan Pal, Ashish Mittal, Prem Singh Gehlavat, and Avik Saha (convener of Jai Kisan Andolan) moderated the Kisan Mukti Sansad.

देश में पहली बार हुई महिलाओं की संसद

कई दशकों के बाद देखने को मिली किसान संगठनों की व्यापक एकजुटता

नई दिल्ली | 20 नवम्बर: अखिल भारतीय किसान संघर्ष समन्वय समिति द्वारा 19 राज्यों के दस हजार किलोमीटर की किसान मुक्ति यात्रा पूरी करने के बाद 20 नवंबर को दिल्ली में किसान मुक्ति संसद शुरू हुई, जिसमें लाखों किसानांें ने भाग लिया। सुबह से ही हजारों की संख्या में किसान रामलीला ग्राउंड, अम्बेडकर भवन, गुरूद्वारा रकाबगंज, विभिन्न रेलवे स्टेशनों लाल-हरे-पीले-नीले झंडे लेकरे नारेबाजी करते हुए दिल्ली की सड़कों पर होते हुए किसान मुक्ति संसद में पहुंचे। शुरूआत में मंदसौर से अब तक विभिन्न पुलिस गोलीचालनों में शहीद हुए किसानों, आत्महत्या करने वाले किसानों, यवतमाल में कीटनाशक के कारण 32 शहीद किसानों को श्रद्धांजलि दी गयी।

संसद में आये किसानों का स्वागत करते हुए संयोजक वी एम सिंह ने कहा कि पहले उत्तम खेती थी, अब खेती घाटे का सौदा हो गया। इसीलिए प्रधानमंत्री के किसानों के वायदे कि खेती का कर्ज माफ करेंगे और फसल की लागत का डेढ़़ गुना मूल्य दिलाएंगे। सारा पुराना कर्ज माफ किया जाएगा। किसानों ने विश्वास किया तो प्रधानमंत्री को भी वायदा निभाना पड़ेगा। तत्पश्चात आत्हत्या करने वाले किसान परिवारों की 545 महिलाओं एवं महिला किसानों की महिला संसद की अध्यक्षता नर्मदा बचाओ आंदोलन-जन आंदोलनों का राष्ट्रीय समन्वय की सुश्री मेधा पाटकर ने की। महिला किसान एवं आशा की संयोजक कविता कुरूघंटी ने महिला किसानों की समस्याओं को लेकर विस्तृत विचार रखे तथा किसानों के संपूर्ण कर्जा मुक्ति एवं सभी किसानों की लागत के ड्योढ़े दाम पर समर्थन मूल्य तय कर खरीद सुनिश्चित करने को लेकर संसद में विल पारित करने की आवश्यकता पर जोर दिया।

देशभर से आत्महत्या करने वाले परिवारों से आयी महिलाओं ने जब अपनी पारिवारिक जानकारी संसद के समक्ष रखी तब पूरा माहौल गमगीन हो गया। महिलाओं ने कहा कि पहली बार उन्हें लगा कि कोई उनकी बात सुनने वाला है तथा उन्हें उम्मीद जागी है कि उनके परिवार के साथ जो कुछ हुआ वह दूसरे परिवारें में नहीं होगा। किसान आत्महत्या नहीं करेंगे बल्कि संघर्ष करेंगे।

महिला संसद को संबोधित करते हुए मेधा पाटकर ने कहा कि आज देश के लिए ऐतिहासिक क्षण है जब महिलायें अपनी संसद बिठा कर अपने सवालों पर न केवल चर्चा कर रही हैं बल्कि महिला संसद के माध्यम से किसान मुक्ति संसद के समक्ष किसानों, खेतिहर मजदूरों, आदिवासियों, भूमिहीनों, बटाईदारों, मछुआरों के जीवन में आमूल-चूल परिवर्तन के लिए विल पारित किया जा रहा है। उन्होंने कहा कि सरकारों ने नर्मदा घाटी सहित देश भर में 10 करोड़ किसानों को विस्थापित किया है जिनका आज तक संपूर्ण पुनर्वास नहीं हुआ है। वैकल्पिक विकास की नीति की आवश्यकता बताते हुए उन्होंने कहा कि वर्तमान नीति देश के किसानों, मजदूरों और लगभग सभी तत्वों के लिए विनाशकारी है। हम सबका विकास चाहते हैं, विनाश नहीं।

महिला सांसदों ने हाथ खड़ा कर विल पेश करने की अनुमति दी। अखिल भारतीय किसान सभा के महामंत्री एवं पूर्व सांसद हन्नान मौला द्वारा किसानों की संपूर्ण कर्जा मुक्ति तथा स्वाभिमानी शेतकारी संगठन के अध्यक्ष एवं सांसद राजू शेट्टी द्वारा कृषि उपज लाभकारी मूल्य गारंटी विल पेश किया गया।

किसान मुक्ति संसद में महाराष्ट्र किसान आंदोलन ने विशिष्ट योगदान तथा सत्तारूढ गठबंधन को छोड कर अखिल भारतीय किसान संघर्ष समन्वय समिति में शामिल होने के लिए सांसद राजू शेट्टी एवं राजस्थान के किसान आंदोलन में विशिष्ट योगदान हेतु पूर्व विधायक अमरा राम को पगड़ी बांध कर संयोजक वी एम ंिसंह द्वारा तालियों की गडगडाट के बीच विशेष तौर पर सम्मानित किया गया।

हन्नान मौला ने कहा कि किसानों को कम दाम देकर लगातार सरकारों ने लूटा है, उन्हें कर्जदार बनाया है, जिसके चलते 5 लाख किसान आत्महत्या के लिए मजबूर हुए हैं। अब किसान अपना शोषण नहीं होने देंगे। कार्पोरेट को छूट देकर किसानों को अब लूटने की छूट अखिल भारतीय किसान संघर्ष समन्वय समिति नहीं देगी। उन्होंने कहा कि देश के किसान संगठन लंबे अरसे से कर्जा माफी की बात करते थे लेकिन हम कर्जा मुक्ति की न केवल मांग कर रहे हैं बल्कि हमने एक विल तैयार किया है जिस पर संसद को विचार कर पारित करना चाहिए। छुट-पूट कर्जा मुक्ति से अब काम चलने वाला नहीं।

सांसद राजू शेट्टी जी ने कहा कि किसानों को धोखा देने वालों को हम छोड़ेंगे नहीं। हमें धोखा देकर दिल्ली के तख्त को हथियाने वालों को नीचे लाने की हिम्मत किसानों में है। पिछले 3 सालों पहले किसी भी पार्टी को संसद में स्पष्ट बहुमत नहीं मिला था। किसानों के भरोसे पर नरेंद्र मोदी की भाजपा सरकार को स्पष्ट बहुमत मिला है। किसानों कोे फसल का डंेढ़ गुना मूल्य दिलवाने के वायदे पर। हम इसे लेकर रहेंगे, अब हम चुप नहीं बैठेंगे। उन्होंने कहा कि हमने जब किसान मुक्ति संसद की तारीख तय की थी तब यह सोच कर की थी कि हम संसद के सत्र के दौरान अंदर ही नहीं बाहर भी अपनी बात रखेंगे। लेकिन प्रधानमंत्री भाग खड़े हुए। वे संसद का सामना करने से घबरा रहे हैं।

जय किसान आंदोलन-स्वराज अभियान के नेता योगेन्द्र यादव ने संसद को संबोधित करते हुए कहा कि आज की मुक्ति संसद देश के किसान आंदोलन के इतिहास में एक मील का पत्थर साबित होगी। पहली बार हरे झंडे और लाल झंडे वाले किसान आंदोलनों का संगम हुआ है। साथ में पीले और नीले झंडे जुड़ने से किसान संघर्ष का इन्द्र धनुष बना है। किसान ने बहुत धोखा खाया है। सरकारों से और नेताओं से, लेकिन अब किसान धोखा नहीं खाएगा।

अखिल भारतीय किसान सभा के राष्ट्रीय महासचिव अतुल कुमार अंजान ने विशाल किसान रैली को संबोधित करते हुए कहा कि देसी और परदेसी कार्पोरेट घराने भारत में विशाल बीज, खाद, कीटनाशक आवश्यकताओं को ध्यान में रखते हुए खेती का कंपनीकरण चाहते हैं। अंजान ने आगे कहा कि सरकारें एवं कुछ कृषि अर्थशास्त्री यह झूठा प्रचार कर हैं कि छोटे-मझोले-गरीब किसान की जोत कम है, इसलिए उनकी उत्पादकता कम है। देश का 54 फीसदी गेहूं और 57 फीसदी धान छोटे-मझोले-गरीब किसान पैदा करते हैं।

अ. भा. किसान महासभा के महासचिव व पूर्व विधायक राजाराम सिंह ने कहा कि देश में सरकार लगातार किसान विरोधी योजनाएं चला रही है। कार्पोरेटों को मुनाफा और किसानों को घाटा दे रही है। देश में भाजपा शासित राज्यों में भूख से मौतों का सिलसिला लगातार बढ़ा है। इसलिए हम किसान मजदूर एक होकर अपना हक लेकर रहेंगे। नहीं तो सरकार को नहीं चलने देंगे।

अध्यक्ष भारतीय किसान यूनियन (दकौन्दा) के अध्यक्ष बुट्टा सिंह बुर्जगिल ने कहा कि पंजाब में कांग्रेस पार्टी ने अपने घोषणापत्र में सभी किसानों का पूरा कर्ज माफ करने का वायदा किया था। लेकिन हमारे संगठनों के संघर्ष के बाद डाॅक्टर हक की अध्यक्षता में बनी कमेटी की कर्जमाफी की मांग में से केवल क्राप्स लोन ही माफ किया, वह भी 5 एकड़ से कम और मूल व ब्याज 2 लाख से कम हो केवल उन्हीं किसानों का। वह भी केवल उन्हीं किसानों का जिन्होंने सहकारी बैंको से कर्ज लिया था, जो पंजाब के कुल किसानों के कर्ज का केवल 10 फीसदी से भी कम बनता है। इसलिए हताश होकर किसान आत्महत्या की ओर बढ़ रहे हैं।

अखिल भारतीय किसान मजदूर सभा के अध्यक्ष वी वैंकट रमैया ने कहा कि सरकार ने वायदा किया था कि किसानों की आमदनी दुगनी होगी लेकिन मूल्य लागत से कम तय किया है। 17 फसलों में से 9 फसलों को जो सीएसीपी में उत्पादन लागत का एस्टीमेट किया है उससे कम दिया। केंद्र सरकार इस दुगनी वाली पाॅलिसी लागू नहीं कर रही है इससे किसान और कर्ज में डूब जाएगा। इसलिए हम कर्जमाफी की मांग कर रहे हैं। सरकार कहती है कि किसानों की कर्ज माफी करके देश की आर्थिकी कमजोर होगी। ऐसा कहकर सरकार गलत प्रचार कर रही है, जबकि सरकार कार्पोरेटों को लाखों-करोड़ों रुपये सब्सिडी देती है।

लोक संघर्ष मोचे की अध्यक्ष प्रतिभा शिंदे ने कहा कि नरेंद्र मोदी जी जिस गुजरात से आते हैं उसी गुजरात से हजारों किसान इस संसद में यह बात रखने आये हैं कि गुजरात का किसान सरकार की नीतियों की मार से परेशान है और महाराष्ट्र में यही भाजपा की सरकार ने कर्जा मुक्ति का एलान करते हुए भी किसानों को कर्जा मुक्ति के जाहिर कार्यक्रम करके प्रमाणत्र देने के बावजूद भी एक भी किसान का कर्जा माफ नहीं हुआ। इससे इस सरकार का चरित्र किसान विरोधी उजागर होता है। महाराष्ट्र में 3 लाख किसानों ने आत्महत्या की।

कर्नाटक राज्य रैयत संघ के अध्यक्ष कोडीहल्ली चंद्रशेखर ने कहा कि सरकार की नीति कार्पोरेट के पक्ष में और किसानों के विरोध में है। कार्पोरेटों की लागत के सामान खाद, बीज, कीटनाशक दवा बहुत महंगे हैं। सरकार उनको इनसे दाम कम नहीं करवाती। किसानों से कहती है कि जमीन गिरवीं रख कर सामान खरीदो। डीजल भारत में 58 रुपये प्रति लीटर, पाकिस्तान में 49 रुपये प्रति लीटर, श्रीलंका में 41 रुपये प्रति लीटर। किसानों की फसल सस्ते मे खरीदने के लिए एग्रो प्रोसेस में भी विदेशी कंपनियों को बुलाया जा रहा है।

किसान संघर्ष समिति के कार्यकारी अध्यक्ष, जन आंदोलनों के राष्ट्रीय समन्वय के राष्ट्रीय संयोजक, पूर्व विधायक डाॅ सुनीलम ने कहा कि मोदी जी ने किसानों की आमदनी दुगुना करने का वायदा किया था लेकिन महंगाई, नोटबंदी, जीएसटी के चलते किसानों की आमदनी लगातार घट रही है। गत तीन वर्षों में सरकारी कर्ज 8.11 लाख करोड़ से बढ़ कर 10.65 करोड हो गया है। यह हालत तब है जब कि किसान ने गत 10 वर्षों में अनाज, सब्जी, फल का उत्पादन डेढ़ गुना बढ़ा कर 534 करोड टन तक पहुंचा दिया है। केंद्र सरकार देश पर मोदानी माॅडल थोप कर किसान, किसानी और गांव को खत्म करना चाहती है तथा चुनौती देने वाले किसानों पर मुलताई से लेकर मंदसौर तक गोलीचालन किये जाते हैं। उन्होंने कहा कि आजादी के आंदोलन में किसान आंदोलन की भूमिका अग्रणी रही, आज फिर 184 किसान संगठन मिलकर अभूतपूर्व किसान आंदोलन एकजुट होकर खड़ा कर रहे हैं जिससे देश के किसानों में नई ऊर्जा और आशा का संचार हुआ है।

किसान संसद के दौरान असम के कृषक संग्राम संघर्ष समिति के किसान नेता अखिल गोगई को राष्ट्रद्रोह एवं राष्ट्रीय सुरक्षा अधिनियम के तहत बिना मुकदमा चलाये एक साल जेल भेजे जाने के आदेश को लोकतंत्र की हत्या बतलाते हुए अखिल गोगई की बिना शर्त रिहाई की मांग की गयी। देशभर से आये किसान नेताओं ने कहा कि वे अखिल गोगई की रिहाई के लिए समितियां बनाकर अपने अपने राज्यों में संघर्ष करेंगे।

किसान संसद को सत्यवान, आशीष मित्तल, रामपाल जाट, अविक साहा, किरण, लोक संघर्ष मोर्चा – सचिन घाडे, शेतकारी सभा, के पुटनैया, के आर एस एस एम एल ए, चुक्की नंजुल, स्वामी, शिवप्पा, वेदान्ता- केएमएसएस, असम, जम्मू कश्मीर के पूर्व सांसद शेख अब्दुर्रहमान, प्रो. प्रकाश पोफले, किसान संघर्ष समिति के डाॅ ए के खान, एडवोकेट आराधना भार्गव, मंदसौर के दिलीप पाटीदार, परमानंद पाटीदार, भानुजा रैयत स्वराज वेदिके, सोमा, महिला किसान अधिकार मंच सहित 25 राज्यों से आये 184 किसान संगठनों के प्रतिनिधियों ने अपने विचार रखे।
